VoteBuilder Access Requirements 2025-2026
Who can have access to Votebuilder?
Our Democrat verification policy makes certain we only provide VoteBuilder access to bona fide Democrats – and again, the final authority on any access to Votebuilder is the State Party Chair. Equally as important, we need to be sure that everyone who uses the database follows the protocols developed to protect the integrity and security of the data. Individuals/campaigns thought to be a security risk in sharing or using data based on their past practices or activities will not receive access, or will have access terminated.
VoteBuilder access is available to:
● Incumbents in Federal and Statewide races: They will be eligible for access upon request AND security verification. Their prior endorsements/nominations mark them as bona fide Democrats and they have bought into the product for years with funds, volunteers, and data.
● Democratic challengers to incumbent Democrats in Federal and Statewide races: US Senate, Congressional, and Statewide races require 50% +1 endorsements from all counties and LDs in the race AND security check with the State Party.
● Democratic Candidates in open Statewide Races: Requires sign-off of five local party chairs representing 5 different congressional districts AND security check with the State Party.
● Democratic Candidates in open Congressional races: Requires 3 local party chairs sign-off AND security check with the State Party.
● Democratic incumbents in LD or Local races: They will receive access upon request AND security verification. Their prior endorsements/nominations mark them as bona fide Democrats and they have bought into the product for years with funds, volunteers, and data.
● Democratic challengers to incumbent Democrats in state legislative races: Requires 2 local party chairs (one of whom must be the LD Chair) sign-off AND security check with the State Party.
● Democratic challengers to incumbent Democrats in local races: Requires 2 local party chairs sign-off AND security check with the State Party.
● Democratic Candidates in Open State Legislative and Local Races: Requires one local party chair sign-off AND security check with the State Party.
● Democratic candidates in local or nonpartisan races: Requires local party chair sign-off AND security check with the State Party.
● Notes on obtaining LPO sign off in cases where required:
○ Candidates are responsible for seeking sign off from their Local Party Organizations (LPO). That sign off should be communicated to the State Party using the Sign Off Form provided in the request form or through an email to data@wa-democrats.org.
○ Sign off must be received from the Chair(s) of Local Parties that have significant overlap with the district in which the candidate is running.
○ If a candidate is unable to reach the chair after making a good faith effort to do so, the Vice Chair or the majority of the LPO executive board can provide sign off for the candidate.
○ If a sitting chair is a candidate for office, they may not provide sign-off for themselves. It must be provided by a different LPO Chair. In the case that sign-off from that LPO is required to meet the eligibility criteria, sign-off from that LPO can be provided either by the Vice-Chair or a majority vote of the executive board.
○ In all instances where sign-off from an LPO Chair is required, an endorsement by that same LPO can serve as sign-off.

Candidates notify the 28LD Chair in writing that they wish to apply for VoteBuilder access. Contact: 28LD Chair Ernie Oliver @ 28lddems@gmail.com
Chairs provide a completed form (see below link) https://drive.google.com/file/d/1OReBDI0Gzz1knQO3YVeXFxX1i3O5zTxd/view for each candidate to attach to their ticket along with a list of precinct(s) in a spreadsheet format.
Candidates complete a “Candidate VoteBuilder request ticket” through the VoteBuilder link https://demlaunch.staclabs.io/DEMSWASP .
The Candidate will need to submit their own Candidate VoteBuilder access request form to the Helpdesk and go through an invoicing process. The candidate cannot use an LPO committee for VoteBuilder access as this will put everyone out of compliance.
